Open Send SMS
Go to Global Tools, choose New tool, then select Send SMS under
Pre configured.

Connect Twilio
Enter the Twilio Account SID and Auth token. The dashboard stores
them in your Vault as TWILIO_ACCOUNT_SID and TWILIO_AUTH_TOKEN.

Send a test message
Enter a verified recipient, message body, and SMS-capable Twilio sender in
the Test panel. Use E.164 numbers such as +15551234567.You must complete a successful test before publishing the tool.

Publish the tool
Choose Publish. Publishing creates an immutable numbered version.If publishing fails, review the Twilio credentials, phone numbers, and the
latest test result.

Attach it to an agent
Attach the published version, then set recipient, body, and
from_number for that agent. from_number must be a literal E.164 number.
recipient and body can use call values.See Attach a tool to an agent.
Open Global Tools and confirm that Send SMS shows a published version. Then
place a test call and ask the agent to send a message. Confirm that Twilio
accepted the message and that the agent received a successful tool result.
